Scottish Rugby President, Ian Barr, is to call a General Meeting in May to propose a new governance and organisational structure of the Scottish Rugby Union.
Following a presentation by the Standing Committee on Governance (SCOG) to Council, Ian Barr has informed members of his intention to call a General Meeting in May to present a motion and the rationale on the SCOG governance proposal and to then seek the approval of members to progress with the proposal.
The SCOG proposal would see a new body established to:
- hold the assets of Scottish Rugby, including the shares of the current operating company (Scottish Rugby Union Limited - SRUL),
- exercise oversight of the activities of SRUL (managed via a “Relationship Management Agreement”), and
- report to members a minimum of 4 times a year (after each meeting with SRUL).
The proposal is that the new body will be called “Scottish Rugby Union”, and that it will be a company limited by guarantee, owned by and responsible to member clubs.
The proposal also sees the creation of a Club Rugby Board made up of individuals directly elected from the club game.
The Club Rugby Board will work with SRUL Rugby Development Department to develop and implement a strategy for the domestic game. It's proposed the Club Rugby Board will have a budget representing 15% SRUL’s average turnover.
